Motion: Are Kerry County Council/Irish Water in full compliance with EPA regulations with regard to Lough Guitane Killarney.
Reply: Since 1st January 2014, responsibility for compliance with the European Communities Drinking Water Regulations has transferred to Irish Water for public water supplies. The Central Regional Water Supply, which abstracts water from Lough Guitane, requires a water treatment plant to be constructed in order to fully comply with all of the drinking water standards. The provision of a water treatment plant at Lough Guitane is included in Irish Water’s Capital Investment Programme 2014 – 2016.

Motion: That we members of the Municpal District of Killarney would ensure that the school warden’s position at the top of the New Road in Killarney will be kept in place as this is servicing four schools in the area.
Reply: There are no plans to remove the school warden at New Road.

Motion: That Kerry County Council would write to the appropriate Department seeking clarification on the date in 2017 when the ban of growing beet is to be lifted. This will allow time to look at the possibility of setting up a beet factory in Rathmore and allow farmers adequate time to prepare for growing the beet.

Motion: That this Council would retain collection service within Killarney town as it is at present and that it would retain its full work force as the area is very short staffed at the moment.
Reply: The Killarney refuse Collection Service will be considered as part of the budget process to be considered by the members over the coming weeks. Staffing matters and deployment of staff are an executive responsibility.

Motion: That this Council would resurface, as a matter of urgency, the roadway from Ulicks Cross (turn off for Kilbrean) in Ballinamanagh to the ‘corner of the park’ (Ballydribbeen) Road.
Reply: There is no funding currently available to carry out resurfacing works on the L-3018 from the Kilbrean turnoff, Ballnamanagh to the Corner of the Park, Coolcorcoran. However, this section of roadway can be considered for funding in the next Restoration improvement Programme, which is due to be reviewed in 2016.

Motion: That this Council would examine the traffic layout at the top of High Street. Right of way should be given to High Street Traffic as opposed to Monsignor Hugh O’Flaherty Road. Also, the New Road traffic turning right onto St. Annes Road must be re-examined.
Reply: The traffic junction at High Street was revised to provide access to Monsignor O’Flaherty Road from St. Anne’s Road and High Street. This was to reduce the traffic volumes going through the town centre. High Street car park junction was incorporated into this revised traffic arrangement. The operation and control of the automated traffic lights system are not yet optimised at this junction. The final adjustment to the phasing of the traffic lights will give more priority to traffic approaching from High Street. This will be finalised in the next month. Revisions have been carried out whereby traffic exiting from Monsignor O’Flaherty’s Road must now stop at the junction with High Street. Traffic entering Monsignor O’Flaherty’s Road from St. Anne’s road or Rock Road will retain right of way over traffic in High Street. This is required for safety reasons as this traffic has passed through a green phase of lights and therefore must have right of way. A full safety audit will be carried out at this junction within the next month.

Motion: That this Council would write to the appropriate authority for urgent funding for the Cap Cross on the Fossa Road. Funding is also need for road verges. On the Killarney side of the road, where the road was opened for water services, it has been re-instated in a dangerous manner and needs urgent attention.
Reply: This location of the N72 National Secondary Road will be submitted to the National Roads Authority for consideration of the provision of Supplementary Maintenance funding. This is a new scheme being introduced by the NRA whereby Local Authorities can request additional maintenance funding to deal with specific issues that would not be feasible from a financial perspective under the annual Ordinary Maintenance allocation. Water services will provide permanent road reinstatement along the transverse road cuttings at this location.

Reply: The slip road from Park Road to Countess Road at Hegarty’s Junction will not be reinstated. The alignment of the kerb line at this location will be revised to provide

Motion: That this Council would write to the appropriate Department requesting that a boundary wall would be built on the grounds of Killarney House to protect the privacy of the Ross Road residents that are being affected by the very good work that is being done on the house.

Motion: That this Council would continue to financially support groups and organisations within the town of Killarney that were previously supported by the Town Council.
Reply: The allocation for funding to groups and organisations which were [previously supported by the Town Council is a matter to be considered as part of the General Municipal Allocation by the Municipal District members during the budgetary process.

Motion: As the junction at top of High Street is not satisfactory I suggest that we would turn on all traffic lights at the junction to flashing and ensure that we have the pedestrian lights working until a better solution is found.
Reply: Traffic lights can only be switched to flashing orange at the request of the Gardaí. The traffic junction at High Street was revised to provide access to Monsignor O’Flaherty’s Road from St. Anne’s Road and High Street. This was to reduce the traffic volumes going through the town centre. High Street car parl junction was incorporated into this revised traffic arrangement, The operation and control of the automated traffic lights system are now optimised at this junction. Other minor works carried out at this junction included widening the New Road junction to allow traffic to spilt into two lanes for turning left to Tock Road and right for St. Anne’s Road. Traffic entering Monsignor O’Flaherty Road from St. Anne’s road or Rock Road will retain right of way over traffic in High Street. This is required for safety reasons as this traffic has passed through a green phase of lights and therefore must have right of way. A full safety audit will be carried out at this junction within the next month.

Motion: I request that the Council would resurface the bad areas on Mission Road and around the Ha Ha as it is in a very bad condition.
Reply: Repair works have been carried out to the N71 National Secondary Road at the Ha Ha. There is no funding available at present to resurface the sections along Mission Road. This section of road will be maintained subject to available resources.

Motion: I request that the Council would examine the trees in front of and at the side of Ardshanavooly as they are very high and are a danger to the public.
Reply: A list of trees requiring maintenance, including the trees in Ardshanavooly, is currently being prepared. Quotations will be sought from qualified contractors and works are to commence in late November.

Motion: I wish to commend the OPW on the works being carried out on Killarney House and surrounding gardens. I would like to ask the OPW if they have provided for car parking within their grounds and also seek assurance from them that the privacy and safety of adjoining residents onto the grounds of Killarney House has been catered for.
